What age is it safe to ride from?

Hi
My 2year old son has just been brought a shetland pony to ride when he is at his grandad's (about once a month).
Is it safe for him to start riding or is it going to damage his hips or other joints/growth?
Is there anything else I should be worried about if he was to be involved with this pony?
As an alternative could he use trap with the pony?
